Program Manager - Synthetic Aperture Radar

Role Description

  • Plans, monitors and manages internal projects from initiation through completion. Secures required resources, and uses formal processes and tools to manage resources, budgets, risks and changes. Manages programs to ensure on-time completion according to specifications and within budgeted costs. At the higher levels, employees manage large multifaceted programs and projects within the organisation and across related organisations; at lower levels employees may be concerned with clearly identifiable elements or functions within a larger program Roles may require specialized certification in project management.


Career Band & Level Description

  • Provides leadership and oversight to a team of technical program/project managers who use agile practices and the scrum framework for the planning, execution and delivery of Defense products. 
  • Has accountability for the performance and results of the team within own area of speciality. 
  • Provides program management oversight for a portfolio of complex and high-profile programs with a budget’s in excess of $100M.
  • Responsible for the coaching and mentoring of local technology leaders on Agile/Scrum/Lean principles and practices.
  • Drives the adoption of key engineering practices like Continuous Integration, Test Driven Development, etc. to improve quality and reliability of the PMO team’s deliverables.
  • Enforces consistency and standardize processes across the PMO team and the broader project management organization. 
  • Directs project portfolio activities, conduct reviews, and use strong technical and business acumen to manage risk and address escalated impediments.
  • Engage and work with business sponsors to develop project roadmaps that align with business objectives/priority and take into account resource availability.
  • Provides resource plans, budget tracking and forecasting and be accountable for the PMO team to achieve target scope, schedule and cost objectives.
  • Manage the professional development and growth of direct reports, coaching for a high degree of performance and creating a culture of achievement.
  • Drives coordination and results with business and technology sponsors in developing product roadmaps which align to business objectives and sequenced by priority and resources availability.


Role Summary

  • Management of Program and Project Managers with a cross-function across Product, Engineering, Marketing, Customer Services, Technical documentation, Finance, Legal and executive teams.


Major Areas of Responsibility

  • Define the scope of the projects in collaboration with other departments and overseeing the implementation of any commercial and/or military contract. Focuses on meeting the project commitments including communications with sponsors, stakeholders. 
  • Engage and work with business and technology subject matter experts to define scope, create estimates, develop budgets and project plans, and produce documentation needed for funding approvals. 
  • Process end to end project management ensuring delivery of solution in seamless way. To see that the prescribed quality control measures are implemented and maintained throughout the workflow of each project. 
  • Identify and manage dependencies and impacts among programs / projects across the portfolio ,raising issues and risks and drive resolution or mitigation 
  • Designs project process based on best practices and standards to allow the Project Manager to run effectively and efficiently the progress across all on-going projects 
  • Supports the leadership with the strategic Key Performance Indicators, regular clients feed-back, production lessons learned for both strategic and operational objectives
  • Ensure that all programs and projects are in compliance with internal and client external standards, polices and that accurate timely information is collected and reported regularly on project portfolio progress and financial status. 
  • Ability to prioritize, guide and oversee multiple projects while balancing priorities and assisting the balance and alignment of corporate priorities
  • Communicating and influencing executives on product planning, execution, and delivery
  • Develop strategic partnerships and collaborate effectively with department heads
  • Responsible for developing, iterating and maintaining the product and development lifecycle of products; delivering POC and technical demonstration of tested products to the client 
  • Responsible for owning the annual and quarterly planning processes for the portfolio of projects
  • Responsible for developing technical and commercial proposals, building program charter’s and plan’s for the projects manged
  • Technical skills to understand influence trade-off discussions; 
  • Supporting team and management on contracts and clauses interpretation of legal priorities and objectives in the business, responsible for contract management and translation in effective actions. 
  • Coordinating and implementing processes to translate the proposal and submittal of tenders into effective invoicing while keeping track of the monthly projects revenue. 
  • Plans any other activities in support of the teams overall success

Technical Competencies

  • Major system development and implementation experience and understand development techniques, project development standards
  • Experience managing deployment projects that involve Big Data and/or cloud base solutions
  • Strong understanding of Big Data technological landscape and concepts including AI and Analytics

Education & Qualifications

  • A master’s degree in project management with experience in software development lifecycle
  • Certification in Project Management.


Experience

  • 15+ years proven experience with project management and industry standard tools
  • Strong working knowledge of Microsoft Office 
  • Strong knowledge of project management planning and scheduling tools 
  • Maintaining a good understanding of technological developments and current best practice in the Space & Defence Industry. 
  • Experience working in an Agile environment, CSD, CSM, SA, ASE 
  • Experience in software development lifecycle
